Benny Chia was born in Singapore, educated in Hong Kong, Paris and Louvain-la-Neuve.

In 1984 he founded the Fringe Club, a vibrant contemporary arts space converted from an old ice house which has recently been declared a grade-one historical building. Since then he has directed 28 festivals, produced 22 stage productions (of which he scripted six), and curated 14 art exhibitions. Some of them have been shown in Adelaide, Bangkok, Ho Chi Minh City, Seoul, Shanghai, Singapore, Taipei, Tokyo, Venice and other places.

In 1999 he launched the City Festival (after the handover of Hong Kong to China) to set up a platform for cultural discourse and exchange to mark Hong Kong's transformation from a British colony into an international Chinese city. And by initiating a programme called Spotlight City, he has built up exchange networks with artists and arts promoters in some 20 cities from Vienna to Melbourne, San Francisco to Guangzhou.

Mr Chia is a founding member of Hong Kong Arts Administrators Association, Hong Kong Arts Development Council, Hong Kong International Film Festival, and others. Currently he serves on several arts boards, including the Performing Arts Committee, Information and Communication Technologies Subcommittee of WKCDA, Consultant of RTHK, and others.

Honours that he won include Badge of Honour by former Hong Kong Government, Best Arts Promoter by Hong Kong Artists Guild, BBS by HKSAR Government, Hero of Hong Kong by Time Out Magazine.
